Research paper: Children displaying harmful sexual behaviours (HSB): Evidence and responses

The study examines harmful sexual behavior among children and reveals that there is a lack of support services tailored to the lives of minors. In addition, support systems are inadequately equipped and preventive measures are implemented too late. The research builds on this and presents child rights-based recommendations for action to protect children at an early stage and preventively.

The guidelines are aimed at various stakeholders, such as policymakers, service providers, technology and gaming platforms, and actors in the justice system.

The study was published in September 2025 by Safe Futures Hub and Trilateral Research Ethical AI.
