    Civil rights and freedoms

    The digital environment provides unique opportunities for children to realize the right to access to information and freedom of expression. The digital environment can enable children to form their social, religious, cultural, ethnic, sexual and political identities and to participate in associated communities and in public spaces for deliberation, cultural exchange, social cohesion and diversity.

    The fulfilment of these rights must be ensured and the right of the child to freedom of thought, conscience and religion in the digital environment must be respected. Privacy is vital to children’s agency, dignity and safety and for the exercise of their rights.

    Children’s personal data are processed to offer educational, health and other benefits to them. Therefore, it must be ensured by legislative, administrative and other measures that children’s privacy is respected and protected by all organizations and in all environments that process their data.

    By use of digital identification systems that enable all newborn children to have their birth registered and officially recognized by the national authorities, access to services, including health, education and welfare shall be facilitated.

After three days of intensive discussion and exchange, this year's edition of the European Dialogue on Internet Governance (EuroDIG) concluded in Vilnius (Lithuania) on 19 June. At the closing event, the messages of the conference were discussed with regard to political projects within the European Union, the digitalisation of administrations and the use of citizens' data, artificial intelligence and against the backdrop of ongoing discussions on the Global Digital Compact. This year's European Dialogue on Internet Governance (EuroDIG) opened in Vilnius on 17 June. The President of Lithuania, Gitanas Nauseda, welcomed the 765 participants and emphasised in his video message that people should be at the centre of all considerations.

On the Concept of Personal Integrity in the German Protection of Minors

With the 2. amendment of the Federal Youth Protection Act in Germany, the legislator has introduced the legal concept of personal integrity into the Youth Protection Act. The text presents an understanding of the protection objectives, which is derived from the justification for the reform and other developments in the field and results in the following definition:

Personal integrity of children includes the protection of physical and psychological integrity as well as personal data. In particular, the age-appropriate and future-open development as well as the informational and sexual self-determination of minors must be ensured. The abuse of inexperience and age, economic exploitation and the commercial or other improper processing and dissemination of user data are, conversely, contrary to the protection of personal integrity.
