IGF 2025 Annual Meeting Summary Report

The 20th annual meeting of the Internet Governance Forum (IGF), took place in Lillestrøm, Norway, from 23 to 27 June 2025. The event was held under the unifying theme: “Building Digital Governance Together'” This milestone event, which marked 20 years of global digital cooperation, attracted over 9,000 participants, both on-site and online, from over 165 countries.

The forum addressed a wide range of pressing digital issues through the following sub-themes:

  • Digital Trust and Resilience
  • Sustainable and Responsible Innovation
  • Universal Access and Digital Rights
  • Digital Cooperation

A key highlight of the 2025 Internet Governance Forum (IGF) was the emphasis placed on engaging young people. The Youth Track brought together thousands of young people from around the world to discuss social media regulations, particularly age verification mechanisms, and the ethics and oversight of AI governance, as well as the role of young people in creating inclusive digital futures. It provided a platform for genuine intergenerational dialogue, enabling young people to contribute meaningfully to policy discussions.
