ECPAT - Policy Brief: Small Amounts, Grave Consequences

In July 2026, ECPAT Deutschland e.V. published a study in German. The study focuses on financial transactions related to the sexual exploitation of minors in the digital space. The accompanying policy brief was also made available in English. Existing research was reviewed and qualitative interviews were conducted. Key findings include, among others, that financial aspects are a fundamental structural feature of digital exploitation and that the pursuit of financial gain is deeply embedded in digital spaces.

Based on their findings, the authors derive recommendations for action. These are directed at the financial sector and payment service providers, digital platforms and technology companies, as well as regulatory and government actors.
