Mapping the Global Impact of UNCRC General Comment No. 25 on Children’s Rights in the Digital Environment

The publication Mapping the Global Impact of UNCRC General Comment No. 25 on Children’s Rights in the Digital Environment, authored by Kim R. Sylwander and published in March 2026, examines the global impact of General Comment No. 25 of the UN Committee on the Rights of the Child. The report explores how this authoritative interpretation of children’s rights in the digital environment has reshaped global debates by reframing children as rights-holders online and influencing discussions on safety-by-design, privacy-by-design, corporate accountability, and AI governance.

Using a theory-of-change perspective, the study analyses how and where the General Comment has influenced law, policy, regulation and practice across different governance levels since its adoption. The report was produced in cooperation with Digital Futures for Children, the 5Rights Foundation and the London School of Economics (LSE).
